Why do runners break stock sizing?
Because halls are built to whatever length the house needed. A 30-inch by 12-foot runner in a 13-foot hall is a design decision; the pad under it is not negotiable in the same way.
Where do you adjust?
Length, almost always. Order to the runner's measurement and rip 2-inch strips off the end until the pad disappears under the rug at both ends.
What about runners on stairs?
Stair runners are a different installation method and are usually fastened rather than floated. Talk to your representative before specifying a floating pad on a stair.
