Where do rugs actually wear out?
At the edges and under furniture legs. Both are load concentration problems, and both are solved by a pad that reaches nearly to the rug's edge.
Why do people end up with pads that are too small?
Because stock sizing rounds down, and because hand-trimming on site tends to over-correct. Nobody trims a felt pad and thinks they cut off too little.
How does ripping to size avoid this?
You can only remove a strip at a time, and you re-check the rug between strips. The adjustment is inherently conservative, which is the opposite of a freehand cut.
